VASP Wound Down — VA Servicing Purchase Program & Home Retention Waterfall Rescinded
VA is winding down the Veterans Affairs Servicing Purchase (VASP) program. Per VA Circular 26-25-2, VA stopped accepting VASP submissions on May 1, 2025, issued no VASP payments after September 30, 2025, and rescinded the VA Home Retention Waterfall. Bring your VA servicing / default & loss-mitigation P&Ps current - stop treating VASP as an available option - and adopt the statutory replacement, the VA Partial Claim Program (38 U.S.C. 3737).

November 2026

UAD 3.6 and the redesigned URAR (mandatory Nov 2, 2026)
The Uniform Appraisal Dataset moves to 3.6 and the multiple legacy appraisal forms collapse into one dynamic Uniform Residential Appraisal Report. Mandatory for every appraisal submitted to UCDP on or after November 2, 2026 - a UAD 2.6 submission after that date returns a Fatal and fails. FHFA-directed, implemented by Fannie Mae and Freddie Mac, with FHA aligning. Freddie already publishes 16 Guide sections in two versions, the one in force today and the UAD 3.6 version that replaces it on Nov 2.

FHA Handbook 4000.1 Update 18 - 56 sections not yet in force (Nov 10, 2026)
HUD issued Handbook 4000.1 Update 18 on August 12, 2026, but 56 of its sections carry an effective date of November 10, 2026. Until then there are two correct answers for those sections - the rule in force today and the published revision. HUD marks the difference only with a small date stamp inside a 1,900-page PDF, so an assistant reading the handbook will quote the November text as current and will not flag it. The affected sections include the heaviest-used ones - Underwriting the Borrower, Income and Asset Requirements for both TOTAL and Manual, and Loss Mitigation home retention.
