Handbook 4000.1 Update 18 — what changed
HUD’s transmittal states the changes “may be implemented immediately, but must be implemented no later than November 10, 2026”. Until that date there are two correct answers for every revised section: the text in force today, and the Update 18 revision. Sections tied to a specific Mortgagee Letter take that letter’s own date instead and are not covered by the blanket option.
