The problem in one line

HUD published Update 18 on August 12, 2026, but 56 of its sections do not take effect until November 10, 2026 — and the handbook does not separate them.

Why that is worse than it sounds

The pending sections are not obscure. They include Underwriting the Borrower, the Income and Asset Requirements for both TOTAL and Manual underwriting, and Loss Mitigation home retention — among the most-read sections in the entire handbook.

For those sections there are currently two correct answers: the rule that governs a loan underwritten this week, and the rule that governs one underwritten on November 10. HUD distinguishes them with a small (MM/DD/YYYY) stamp inside a document of roughly 1,900 pages.

An assistant reading that PDF will quote the November text as current, cite it confidently, and give no indication that it is not yet in force. Our reg pages keep the in-force text on the page and name the pending revision separately, which is the distinction this kit is built around.

List what actually changes on November 10

Using ONLY the attached verbatim FHA Handbook 4000.1 text, list the sections that carry an effective date of November 10, 2026.
For each one, tell me in plain language what changes between the version in force today and the November version. Quote both where they differ and give each its effective date.
