Reference Materials The following reference materials should be available to the SAR: • the VA Lender’s Handbook, • all valid VA-issued Circulars, • VA’s “Local Requirements” at http://www.benefits.va.gov/HOMELOANS/appraiser_cv_local_req.asp, • applicable Federal statutes and VA regulations, USPAP, and • residential appraisal publications which include instructions for completing the Uniform Residential Appraisal Report (URAR) and other acceptable appraisal report forms.
