Chapter 3: 7(a) Manufacturers’ Access To Revolving Credit (MARC) Lenders must always start by reviewing the contents of Section A, Core Requirements for all 7(a) and 504 Loans. A. Eligibility Eligible small businesses are those that meet the eligibility requirements in SOP 50 10 8.1, Section A, and are engaged in the following industries/NAICS groups and National Industry Codes: a. Manufacturing: NAICS sectors 31-33, where 31, 32, or 33 are the first 2 digits of the business’ primary 6-digit NAICS code. b. Wholesale: NAICS sector where 42 is the first 2 digits of the business’ primary 6-digit NAICS code. c. The following sectors are not eligible for financing under the MARC loan: i. 423110 – Automobile and Other Motor Vehicle Merchant Wholesalers; or ii. 425120 – Wholesale Trade Agents and Brokers d. Food Supply Chain: NAICS sector where 11 is the first 2 digits of the business’ primary 6-digit NAICS code and the following National Industry Codes: e. 445110 – Supermarkets and Other Grocery Retailers f. 493120 – Refrigerated Warehousing and Storage g. 493130 – Farm Warehousing and Storage h. NAICS codes can be found at 13 CFR § 121.201, and a searchable database of industries and NAICS codes is located at North American Industry Classification System (NAICS) U.S. Census Bureau or NAICS.com. To determine the Applicant’s primary NAICS code, see 13 CFR § 121.107.
