SBA Policy Notice TO: All SBA Employees and 7(a) Lenders CONTROL NO.: 5000-881477 SUBJECT: 7(a) International Trade Loan Program Industry Update and Revision to Policy Notice 5000-877629 EFFECTIVE: August 14, 2026 PUBLICATION: August 14, 2026 The purpose of this notice is to update the 7(a) International Trade Loan (ITL) program and advise SBA employees and 7(a) Lenders that, effective August 14, 2026, SBA Policy Notice 5000-877629 7(a) International Trade Loan Program Updates published April 2, 2026, and effective May 1, 2026, is revised as noted below. SBA has re-evaluated how its policies can strengthen U.S. mining and oil and gas extraction industries in accordance with Executive Order 14154 (“Unleashing American Energy”), which expands domestic energy production, Executive Order 14241 (“Immediate Measures To Increase American Mineral Production”), which seeks to strengthen domestic mineral production and prioritizes U.S. mineral extraction to enhance national security and economic resilience, and Executive Order 14156 (“Declaring A National Energy Emergency”), which directed agencies to expedite domestic energy production, transportation, refining, and infrastructure projects. In consideration of these Executive Orders, SBA conducted a review of the mining, quarrying, and oil and gas extraction sectors to assess the current impact of international trade on these sectors. Based upon this review, SBA found substantial evidence that subsectors across NAICS Sector 21 are confronting and being injured by increased competition from foreign firms in relevant markets. This impact has resulted in potential reductions to investment and employment and significant competitive pressure from foreign firms. With this notice, SBA is addressing the impact of foreign competition on U.S. mining, quarrying, and oil and gas extraction sectors. SBA has determined that easing the burden for entry to the ITL program for these sectors will provide these affected businesses with the capital necessary to modernize operations, improve productivity, develop domestic capacity, strengthen supply-chain resilience, sustain U.S.-based employment and production, and improve economic competitiveness. Accordingly, SBA has determined, pursuant to the authority set forth in 15 U.S.C. § 636(a)(16)(D), that certain small businesses in the mining, quarrying, and oil and gas extraction sector (NAICS Sector 21) meet the threshold eligibility criteria of 15 U.S.C. § 636(a)(16)(D)(i & PAGE 1 of 2 EXPIRES: 8/1/27 SBA Form 1353.3 (4-93) MS Word Edition; previous editions obsolete Must be accompanied by SBA Form 58 Federal Recycling Program Printed on Recycled Paper ii) of having been adversely affected and injured by international trade and increased import competition. To implement this update, SBA has revised Policy Notice 5000-877629 (which revises Section B, Chapter 4 of SOP 50 10 8 – International Trade) to include a new Subparagraph iii to Paragraph C.1.b., Adversely Affected by Import Competition, for the following NAICS Subsectors. Any sections from Policy Notice 5000-877629 not specifically amended by the text below remain unchanged. The revised text adding a new Subparagraph iii to Paragraph C.1.b., Adversely Affected by Import Competition, is as follows: iii.
